José Chen is a Visiting Assistant Professor at the NSPH NOVA in the area of Environmental and Occupational Health. He is also a member of the Comprehensive Health Research Center (CHRC). His main area of research focuses on sustainable healthcare systems and health policies, focusing on the development of indicators to track the progress of decarbonization in healthcare institutions. He also develops research with the European Burden of Disease Network on inequalities and health metrics.

He is a medical doctor specialised in Public Health, researcher at the Institute for Global Health of Barcelona and Research Fellow of the Lancet Countdown in Europe. Over the years, he has collaborated with several international organizations (World Health Organization, Organisation for Economic Co-operation and Development, and International Vaccine Institute). He also contributed to developing public health policies at the European Parliament.

He is a member of the Scientific Council of the Portuguese Council for Health and Environment (CPSA), a member of the WFPHA’s Working Group on Public Health in Emergencies, and a member of the EUPHAnxt Youth Advisory Hub. He is currently a European Climate Pact Ambassador and member of LupLab – Local Urban Proximity Lab.

He holds a PhD in Global Public Health from the National School of Public Health NOVA University of Lisbon (2024), a Master’s in Healthcare Economics and Management (2020) from the School of Economics of the University of Porto and a Master’s in Medicine from the Faculty of Medicine of University of Porto (2018). He has also completed a Postgraduate Diploma in Public Health Communication from the Portuguese Catholic University (2022), in Business Analytics from ISCTE – University Institute of Lisbon (2022), and in European Union Law from University of Coimbra (2023).
